I agree with the analysis here, but not the conclusion. It is my read that ICANN (really the people and companies involved in the process) do not in any way want to compete with the UN other than as it relates to not seeing the ITU or WSIS or the like have control over the Internet. It is for this reason that I find the "narrow" debates inside of ICANN (like your favorite, Registry services) to be dangerously counterproductive in the long run. That is not to say the debates should not take place, but it is the tone of the debate that I often find troublesome. It is often (and this is not directed to you, or at least far from you exclusively) snide and dismissive as opposed to substantive. There is a PDP process. It is a great place for productive discussion. Most importantly, by far the bigger issues are existential. Anyways, I personally live in great fear of WSIS and the ITU and I keep a secret plan for Tucows in a vault somewhere in Flint, Michigan in case they one day do manage to wrestle control of the Internet away. ;-)
