I hate to sound like Scalia, but the original contracts provided that process -- and it required much more than a vote. It required a documented demonstration of consensus, and it allowed a registry to appeal if consensus hadn't been demonstrated. In jobs and travel (and net), the process is whatever ICANN decides it will be. (As we've seen, ICANN changes its bylaws frequently.) That process can change whenever. The com May 2001 agreement sets forth the documented consensus standard. It's here. I've written about this in some detail here: http://scrawford.net/display/Crawford2.pdf
