I do think that the consensus process and the documentation requirements that it includes gives voice to people who aren't insiders (although some people may disagree with me about that), and that it results in only those few global rules that are needed. The abandonment of this central animating idea of ICANN is very disappointing. These bylaws can be changed; the whole process is now completely up for grabs, and it really is about personal power plays on the Names Council. Meanwhile, the proposed budget continues to soar. I still believe that ICANN is better than the alternative, and I'd rather work with ICANN than against ICANN. It's true that I have fewer reasons to continue in this belief. I don't have a line in the sand -- I'd rather be a constructive critic than give up on the entire enterprise. Susan
