Susan - I think its worth considering where the GNSO Council draws its inspiration from. I'd be hard pressed to vote in favor of a proposal that was going to the board without consensus support from the community. The Council is composed such that it simply can't act on its own... ...or perhaps there's more than a hintof rose-tint in my glasses...
