Susan, it seems to me that, while regulating to force ISPs to mangle with traffic would be inappropriate, regulating to force them *not* to mangle with traffic (as in this case) could be a good thing. The examples you bring as potential risks are cases where the ISPs would be forced to interfere with traffic... not the opposite.
