And port numbers would reveal information about what application was being used, which is "content."
The TCP or UDP port number does reveal potentially which application a packet is destined for on an endpoint, but it is technically in the header portion of a packet, as opposed to the data portion of the packet. So whether or not seeing a port number constitutes seeing the content of a transmission is arguable at best.
