I'd like to suggest the principle, "Communication is good; more communication is better." While there are specific cases where there might be too much communication (spam comes to mind here), the world is a better place where more people can communicate more easily. People have a better understanding of others' concerns, needs, and history, and are less likely to get into conflict. Universal highspeed access to the internet -- Korea did it by forcing competition through unbundling (including unbundling cable networks!), putting up grant money, funding research, educating huge numbers of users, and making some strategic investments. That should be our goal here. I think those are good ways of reaching the goal, but they're not the goal per se.
