I take the final comment to be like Alan Greenspan on the economy. He said everything would be fine if we spend less or tax more; the implication is that we are headed for disaster otherwise. Similarly, everything would be fine if ICANN did what its critics have been asking it to do for five years. But we know the chance of that is minimal, therefore....
