Hi Susan, If you read the First Order, you'll see the Commission explicitly exempted personal and cafe kinds of network facilities. You seem to be especially focussed on CALEA; however if you review the Commission's other recent actions such as the USF order, you can see that the approaches being taken here with respect to our emerging heterogeneous public-private IP-enabled instrastructures and services is fairly consistent. The CALEA requirements are in reality one of the minor requirements among an array of about a dozen capabilities being mandated. Similar approaches are also being pursued worldwide by government authorities. The FCC is hardly alone. Hope this helps
