The vast majority of broadband connections in Japan are traditional DSL, and they're no more open than US DSL. NTT's private fiber network is aimed primarily at business users and apartment complexes, and was made possible by a big infusion of cash from privatization. It's amazing how many urban legends fly around about this stuff.
