Susan, you've left out 2.5 other routes. The .5 is muni nets; this is a variant of facilities-based competition, an important one with its own regulatory and economic tune. Another is mesh networks, which takes you off the high-fixed-price merry-go-round altogether. And the last is what we're doing now, which we should list if only to bring out by contrast the current path's absurdity.
